Marvin C. Allmond, CPA, CFE, with over 31 years of Federal government audit and accounting experience, has directed or managed most of Allmond & Company's audit engagements, which include over 350 financial and program audits of contractors and grantees. He performed as audit manager on the initial auditability survey and the first CFO Act audit of SBA and directed the work of Allmond & Company personnel assigned to the SBA consolidated financial statements audits for FY 1991 through 2000. He performed as key personnel and colleague partner/audit manager on the full-scope CFO Act financial statement audit of the Bureau of Prison during a five-year period, 1997 through 2001. He performed as Partner-In-Charge and project director of the full-scope CFO Act financial statement audits of the Federal Mediation and Conciliation Service for the past eight years and National Mediation Board for the past seven years. Even though FMCS and NMB were not required to prepare and undergo an audit of CFO Act financial statements, key officials decided to voluntarily comply with the Act.
Mr. Allmond was partner-in-charge of 15 agreed-upon procedures reviews conducted by the Cotton & Company/Allmond & Company Joint Venture for the Federal Deposit Insurance Corporation (FDIC). He also directed a portion of a loan servicing and asset management services review of more than $350 million involving over 3,500 labor hours.
